Right clicking the app on your PC and selecting uninstall also does not uninstall the game, it does the same thing as stated above. If you cannot reinstall Windows or do a "reset this PC" option I would contact Microsoft support. I had to reinstall all of Windows last time I made that mistake.

Games do not uninstall from the Xbox App when you click the uninstall button. I thought I uninstalled them but I had like 300 gigabytes taken up still. The same issue happened to me with Gears of War 4, Gears 5, Forza Horizon 4, and Ori Will of the Wisps.
